Updated version for Elixir and Phoenix #4

Made the Phoenix version an environment variable in preparation for opening these up as environment variables for image creators.

Updated the Phoenix version to the latest version.

The main reason for this is because the latest Phoenix tutorials would not work without an up to date image that includes latest Elixir and Phoenix versions.

@marcelocg this might not belong in master and instead it should be merged into a tag indicating the version of Phoenix framework. I think we want to make different images available on Docker hub which would be discernible by Phoenix version tags
