Dont up, no seed.

What Will steps reproduce the problem?
1. Transmission works, download perfectly but does not up, no seed, Only lecher.
2. The downloads are only going to 500kbps on utorrent go to 2500 kbps Windows.

What is the expected output? What do you see INSTEAD?
I hope that I normally download it and upload. But dont up dont seed. .
In Utorrent Windows 7 seed up perfectly

What version of the product are you using? On what operating system?

try changing encryption to "require encryption".

how bout port?open closed?

maybe you could elaborate more on the trasmission "preference" setting. 
may be isp fault(rarely)
like all torrent client, setting effect he speed

Since you have tried this in utorent, try this:
Take same torrent file and have it on transmission and uTorrent and have same 
port for both 
Then start transmission and check speed (whiile uTorrent is OFF)
Compare the speed with uTorrent using this (when Transmission is OFF)

Also chec that both clients have same settings for:
- DHT usage
- incoming Encryption setting
- UL/Dl download limitation is any

You have to make sure you are comparing apples to apples

How many torrents are you seeding?
