First of all, I am very sorry for the late reply!
Thanks a lot for your interest in contributing to this project and for suggesting a license. After some research I have decided to use the GNU Affero General Public License v3.0 which has been added to the repository.
What exactly did you want to contribute?
I would love to contribute to the project since it's a nice browser extension I use to download files from Moodle. But the (missing) license and existing copyright notice prohibit me to contribute (copy, distribute, or modify the given code) which does exclude the right to fork the project.
Is that the way it's supposed to be?
The developer notice in README.md implies there should be an option to contribute as a developer.
My suggestion is to add an open source license, choosealicense.com offers a great way to find the right license for a project. I think you especially care about improvements of the software, so I would recommend the license GPL v3.0 - click to see further permissions, conditions and limitations.
In short, developers are allowed to fork it (distribute) and contribute (modify) to this open source project. And there are some conditions such as disclose source, license and copyright notice, same license and state changes
