please check keywords #11

We agreed that keywords would be literals, not URLs However, can people please check the keywords for the examples in https://docs.google.com/spreadsheets/d/1Wmjpvj4FI8RK926RU3XsM8yDyKGG53PLZFhfiugIRSk/edit#gid=0 to see what they think? I am doubting about adding e.g. Belgian EEZ (as that is in the geographical coverage), and I originally has "EOV" and "OSPAR" in there, but those can be found in Coverage also, so I took them out Do we agree that keywords should not include values found in other fields in the metadata?
