@marco-c I set you as an admin on https://autowebcompat.vij.ro

In this PR, will still need to:

[ ] write docs about running this service
[ ] remove all non-used dependencies in the web/scraper/client package (keras, tensorflow, etc)
[ ] make sure the webcompat.com ID (web.app.models.Dataset.original_id, should probably rename it) is set
[ ] host a freshly scraped dataset on https://autowebcompat.vij.ro
[ ] fix flake8's include sort and magical quote everywhere, or (I hope) remove those annoying checks

Maybe, also in this PR:

https://autowebcompat.vij.ro/sequences/839 should display all screenshots
remove the black countour in https://autowebcompat.vij.ro/decisions/3068? keep it?
home page -- render the readme?

In the next PRs:
