Revisiting comments.php

Middlesister reviewed Thematic against the theme unit text noting that user 
nested lists inside comments were styled like nested comments.

These patches remedy this but will likely cause issues with child themes that 
have custom styles for coments.

I think we should push this past the 0.9.8 release for support preparedness 
sake. If we get dinged in theme review for this we can resubmit with these 
patches.
