[Technical Feature] Allow easier testing via nx project configuration #385

As a developer I want to run a single command to run integration tests locally. Currently, I have to go into packages/impromat-api to start the API before I am able to run the test commands on the impromat package.

Acceptance Criteria:

[x] Run yarn workspace:test locally and without docker compose
[x] Remove docker compose
