Opaque fills cover up axis labels in IE/Flash #115

What steps will reproduce the problem?
1. Generate a time series chart using GSS for fill, defining a fill color
and settings transparency to 1.0 (=opacity!).

What is the expected output? What do you see instead?
View in IE: the fill covers up the vertical axis labels
View in a VML-enabled browser: all is well.

What version of the product are you using? On what operating system?
Windows XP, IE6, FF3, Chronoscope 0.86-SNAPSHOT (r844).

Please provide any additional information below.

Z order for axis was changed to be above overlay after you reported this, 
please confirm fixed in recent builds.
