Fix for issue #11 hampers auto-scroll of AppendableXYDatasets #27

When AppendableXYDatasets reach the edge of visible screen, they can scroll
the chart to create excess space to avoid constantly scrolling.

However, the fence post limits for Issue #11 prevent the DefaultXYPlot from
creating empty space. The intent was to prevent the user from dragging or
navigating to create empty space, not programmatically preventing the chart
itself from doing so when needed.
