Tick labels in scientific notation should allow exponent to be moved to Axis Label #29

In the 0.84 release, which closes Issue #3, a new scientific tick label
formating mode is allowed, such that labels can be rendered as:

1.2E9

2.4E2

3.6E-9

The following extensions should be allowed:
1) exponent should be capable of being rendered as superscript
2) Exponent should be capable of being supressed and rendered instead in
the Axis Label/Legend Label e.g. "US Dollars (10E9)"
3) Exponent should permit rendering in words "US Dollars (Billions)"
