scrolling plot via the overview highlight box does not lower the 'maxDrawableDatapoints' value #86

When scrolling the plot left/right within the center plot area, the 
ChartMouseMoveHandler sets 
animating=true, which has the effect of lowering the max # of points to be 
rendered.  This is 
necessary for adequate scrolling speed on slower systems.  Currently, when 
scrolling the plot via 
the overview highlight box, the 'animating=true' assignment does not occur.
