per project .clj-kondo lint config overrides #12

allow us to override global lint options on a per project basis by specifying a .clj-kondo/config.edn file in our project root, as per their documentation: https://github.com/borkdude/clj-kondo/blob/master/doc/config.md

scratch that, calva already has support for this - it bundles clojure-lint as well, but because i had this extension installed it was being overriden.

will close this since it is not needed anymore, thanks!
