Create project template #30

In order to make this reusable, I should create a cargo-generate template. In order for that to work, this would have to be a bit refactored first:

move CLI into its own crate that can be added as a dependency in the generated project
move test macro into the same crate that can be added as a dependency in the generated project
move some of the reusable code into that same crate as well (e.g. code to parse .env, etc.)

Once that's done, it should be possible to set up the template.
