.deb install file doesn't follow standards #5

What steps will reproduce the problem?
1. Double click MQJExplorer_v0.13_all.deb (in Ubuntu, or otherwise request the 
package manager to install this file)

What is the expected output? What do you see instead?
The following warning comes up:
The package is of bad quality
The installation of a package which violates the quality standards isn't 
allowed. This could cause serious problems on your computer. Please contact the 
person or organisation who provided this package file and include the details 
beneath.

v0.13 on Ubuntu 11.04

the deb file is create on Ubuntu 10.10 and tested on it without any errors.
I'm testing it on Ubuntu 11.04 in the next days.
