Choose the dealer action #2

Description:
Now, there is a action to choose the dealer, but I'm not sure, but the
dealer can be chosen randomly by the environment, so the agents get it like
a perception.

Proposed change:
I propose to change this action into a perception. So, in the identify the
dealer role the agents can only wait.
