Translator: arbitration/voting #9

When multiple translations have been provided for a single entry, the facility for admin or language leads to select which translation should be preferred.

Also, the facility for any translator to flag a conflicting translation as needing attention; and for the "conflicting" status to reflect this.

The CSV export should of course reflect this selection.
