Fixes #20

Adds tailwind package
Initializes ./styles dir
Add basic tailwind files
- ./styles/tailwind.config.js
- ./styles/tailwind.css
- Add basic boilerplate for each
Improve npm scripts for build and start incl. tailwind
Update .eleventy.js for tailwind workflow
