Add note link layout macro & apply it #31

• New ./site/_includes/macros/note-link-card.njk macro
• This macro is now used in the site index, notes index and ea. tag page
• To better make macro components work with tags... Now using a new collection 'tags' defined in .eleventy.js This collection is used to generate the tag objects in collection tag for tag string itself items for all collection items with tag count for number of collection items with tag associatedTags for all tags used in conjunction with this one * Currently broken needs a new issue
• New helpers for date and string manipulation used in macros & collect
