Make quick time extensions available through API #130

New features: Provide an API to trigger a quick time extension for a user. This can be used by LittleBrotherTaskbar to enable the user to use the permitted extensions configured by the administrator. The status API for LittleBrotherTaskbar will have to be extended to include the number of extensions still available to the user.
