Windows broken in source package #227

What steps will reproduce the problem?
1. Take generated tar.gz file
2. Notice windows directory is not present

What is the expected output? What do you see instead?

Build fails due to missing source files.

What version of the product are you using? On what operating system?

1.7.0 rc3 and rc4

Please provide any additional information below.

Fixed in alexlian-windows-compatibility branch windows-packaging
