Windows packaging: Improvements #246

I thought to add some changes to the windows packaging.

- I decided to step away from a NSIS installer, and opted to switch to a plain 
zip file.
- I added in the .lib file, removing the .dll.a file
- fixed a packing error if you were still doing NSIS in handling paths
