/etc/nfc/libnfc.conf never gets created and installed on Ubuntu 12.10 #258

When following your directions to install libnfc 1.7.0 on my Ubuntu 12.04, 
there is no /etc/nfc directory created, so the libnfc.conf never gets installed 
properly. 

I have to manually create this folder and rename your conf.sample file and 
uncomment the ttyUSBO line for my PN532 UART installation to start working 
properly.
There must be something preventing the make install from installing the config 
file properly...

This file is optionnal, so no file is automatically created.

It does make sense to me :)
