Fix STG Database #33

Srinivas said that as of the end of July this was not up and running. I don't have any information about what's wrong with the database.

bio.brandeis.edu is the address for the STG Database. I believe this is hosted on one of the computers in the back room.

It is currently running on stg.bio.brandeis.edu, and you can download files from the website. However, there is something wrong with the user database that I didn't get to fix it, so logging in and creating user currently is not working.
