DHCP service broken under Ubuntu 12.04 #160

The isc-dhcp-server package has changed from the previous Ubuntu 
isc-dhcp3-server package.

- dhcpd will fail with a strange permission denied
  this is due to a restrictive apparmor profile
- the /etc/dhcp directory needs to be used instead of /etc/dhcp3
- start/stop/validate commands need to use dhcpd instead of dhcpd3

Workaround is to manually configure the service using the above changes.
