old imn custom-post-config-commands updated to UserDefined service and defined twice #184

What steps will reproduce the problem?
1. open old imn file having custom-post-config-commands
2. CORE will upgrade the custom commands to a UserDefined service
3. save new imn
4. load the new imn; now there are custom-post-config-commands plus the new 
service

What is the expected output? What do you see instead?

The old custom config commands should be removed.

also updated to use key=value service config
