Card Carousel component

We want to replace the current card section with a scrolling carousel from the Figma Design File. Whoever gets assigned should be in communication as developing this to discuss how to integrate certain sections. For instance the buttons should only appear when either hovering on the card, or when the card enters the center of the carousel.
