Download doesn't work in latest versions of Firefox and IE10

An ISIS user and Tom Griffin have reported that downloading does not work in 
Mozilla/Firefox. Having investigated I found that it does not work in versions 
23 and 24 of Firefox on Windows but does work in versions 16 and 19 on Windows. 
I have not tested other versions.

After you click the download button and enter a filename for your download 
nothing seems to happen after that. If I go to My Downloads and click the 
re-download button, nothing happens there either.

This may be an issue with security in firefox. Using firefox 24 pointing to a 
test topcat, the download works for diamond but not for isis. A difference 
being that the diamond download manager was running on the same server as 
topcat where as the isis one was on a different machine.

It looks like there are problems with IE10 too. I received the following 
problem reported by Christopher Moreton-Smith in ISIS:
"Just for info, it also seems to fail on IE10 unless you click the 
compatibility mode icon – in this case, the main screen doesn’t seem to 
appear, you just get an icon.  Possibly not a problem for us on site, but 
I’ve now got IE10 on Windows 7 from the normal windows update site so I guess 
external users may also have this issue soon if not already."
