trying to do power aware host allocation

Can u pl help me with following.
i) Am planning to submit additional cloudlets (dynamically), after the 
simulation has started. How could that be done?
ii) The current load of the planetlab looks like a batch, would it be good idea 
to preprocess the laod, before actual hosts are added to datacenter, to save on 
energy consumption of idle hosts (by comparing 
host.getAvailableMips==host.getTotalMips)
iii) VmAllocationPolicy, if submitted a list of cloudlets, how implicit 
allocation of individual hosts to vm's is handled (or should i customize by 
using allocateHostToVm method for each cloudlet.
