Add `marian-example-library` #24

This PR adds a submodule to marian-nmt/marian-example-library.

Changes:

add submodule example-library
add brief description in README.md

I hope there's no issue with marian-examples being a submodule of marian with marian a submodule of marian-example-library which is now a submodule here.

The marian-examples submodule is not yet updated in marian-dev, so we didn't break anything yet.
