These sort of things:

if is_valid(meter) and meter[0] % 3 == 0:
        return True
else:
        return False

should be rewritten to 

return is_valid(meter) and meter[0] % 3 == 0

Fixed. Version > 0.3.9.2 contains the enhancements.
