Incorporate Roxy into starter webapp #2

Add in Roxy to the starter webapp so for MarkLogic bootstrapping and scaffolding.

@mfgumban I think this can be closed with PR #5. What came in for "free" with copy from slush-marklogic-node takes care of the Roxy setup steps.
