Temporary redirect to ZP portal #196

Existing customers with ZP portals need a way of building their magento
stores with public access and redirecting users to the portal.

There should be an option to inform users the site is not live yet and
provide a link to the corresponding template via the ID.

We need a function that returns a full URL to the template. Admins will
insert it into their themes and add their own text for the link.
