Section marked as Motion even when motion type and URI are not specified #104

In the resulting dialog from an "Add Motion" selection, if the motion type and 
URI are not entered, Bungeni Editor still goes ahead to mark the section of the 
document selected as a motion type (and even though a dialog appears asking the 
user to fill in the required details)

Thats a bug, the validator on the dialog is missing.
