General document metadata tab has parliamentary metadata fields #12

The general metadata tab has parliament id, parliament sitting and
parliament session. These are not relevant for the Judgement document type.

TO do :

Move these fields into a loadable tab called parliament, which is loaded
only for parliamentary document types
