Integrated Ant build script #15

- Currently the Bungeni editor and required custom libraries have
individual build scripts.

- Some build scripts, e.g. the Translator have Eclipse dependencies in the
build script.

A single build script is required to build a complete release of the editor

Added command line build scripts for editor components ...

TODO : integrated ant build script that buids everything
