The Bill workflow in the editor is divided into tabs grouping functionality
-- some tabs are disabled until items in a earlier tab are completed. 

This implies a sequential workflow.

Use a dynamically encoded workflow sequence (to allow order of worklow to
be changed ...with tabs and within that by field groups) ... Perhaps use a
'wizard' concept with the tabs.
