Automatically set BungeniDocAuthor property into the OpenOffice.org dc:creator property #64

The openoffice dc:creator property for a document is used to display user names 
for track change 
edits. It is possible that the word processor used by the Member of parliament 
may not have this 
property or may have this property incorrectly set .

To Do:

Allow a clerk to associate a submitted document with a BungeniDocAuthor 
property which is then 
set as dc:creator.

Ideally this should be done at the point where the document is provided to the 
MP for amendment.

Use the info in the RSS feed to overwrite dc:creator and BungeniDocAuthor 
properties
