Track changes manager - approval / selection of changes for main consolidation #74

The UI will present the changes made by the MPs.

The clerk will explicitly begin & end the approval-selection process of
amendments.

Having an explicit start and end allows saving state in case the clerk is
unable to complete the activity in one sitting with the application.

TO DO :

UI Changes
 - check box in tables to select / deselect a change
 - buttons to indicate to start and end of global consolidation

H2DB support 
 - embededded database support to handle state persistence

Added UI machinery and embedded db support - process stages are marked by 
explicit events
