track changes manager - ui for ordering / reordering amendments for the amendment reports

A list / tree paradigm is to be used for this ui.

The changes are presented in the natural order of the document (i.e.
changes in the preface appear before changes in an article ..).

for multiple changes affecting the same container (e.g. preface, clause) ..
changes are to be listed in the order of "most damaging" (e.g. if the whole
clause is deleted ) to the least damaging (e.g. if a single word is altered).

the clerk user must be able to drag and reorder items.

On clicking 'report amendments by order' a new screen is presented to the user.

This screen displays all the changes submitted by the MPs (including 
overlappig) in a
list / tree ui -- changes are dragged and dropped and reordered by the clerk - 
and
this order is used for generating the changes by order report.

The order of this report is subsequently used as an input for the order of 
'selecting
amendments'.

Report UI now allows promoting / demoting nodes within hierarchy.
