Code clean up of methods in org.bungeni.editor.actions.EditorActionHandler #96

A number of methods (or large section of these methods) in 
org.bungeni.editor.actions.EditorActionHandler are unused and should be deleted 
or re-written namely:

1) doCommand - commented section needs to be re-written
2) checkSection - commented section needs to be re-written
3) checkEditableSection - Commented section needs to be re-written

Most of this has been moved into configuration.
