[Refactor] New proposal UI #67

Description

This PR refactor the UI of the new proposal page. The video shows an overview of the changes, here is a written recap:

Contract execution has a loading when filling the address
Contract execution shows the mutez input everytime
Buttons are in a sticky div on the side
You can clean everything
When the transaction fails, it keeps the data (needs another PR for the contact execution)
Responsive has a dropdown for the buttons

quick comment: we need to TXs as a numbered list. The number indicates the order of execution when the created proposal reaches threshold.
or have some way to let user know, the TXs will be executed in the adding order.
