Obtaining public key of addressee(-s) #17

As a Smartsafe user, I want to get public key of the particular Smartsafe user(-s) in order to share some file with them.

Acceptance criteria:

REST method for querying public key by user's unique ID is implemented.
Input is validated (syntactic + business validation). In case of error, appropriate code is returned.
Code is covered by automated tests.
