As a Smartsafe developer, I want to agree on a public interface of RESTful web service so that client app could communicate with the server.

Acceptance criteria:

Well presented API documentation is produced and published to project Wiki. Postman Documentation may be used for that purpose.
Postman project with tests for each API method is created.

Draft specification is created and can be found here. Each team member has write access to Postman team library. So far, API contains only four basic methods; specification might be considerably reworked/enhanced when we know all the details of encryption/decryption scheme.
