As a Smartsafe developer, I want to write an initial set of SQL statements for creation of DB schema objects.

Acceptance criteria:

SQL script with DB schema creation statements is committed, and can be found in the root directory of a web service application.
'Getting started' page is updated in Wiki with the information on how to setup local development DB.

Script committed. Instructions on how to import schema can be found on the new page

Was able to execute the db initialization script.
