country search (on nav card)

[x] search field not highlighted
[x] dropdown: items not highlighted
[ ] clear search field button (x) should follow last item in dropdown

[ ] lists: tabbing out of tooltip should go back to tooltip link
[x] download: accordion button should show focus
[x] download: filename input field not styled/no focus
[ ] print view: set focus to options
