Need to move dashboards to VSNPP imagery - MODA data has become degraded #72

To make historical MODA data available, we can have a static dashboard w/MODA data that ends on 1/1/2023 and is not updated with new imagery. Current dashboards should use VSNPP data after 1/1/2023.
