Maybe a tool selector could alternate between modes:

  1. [chain link icon] Follow link
  2. [highlighter icon] Select element

OR just follow the links, which from the main page open a modal containing a tickable box to include in the report.

So the www:regs_app/app.R could help with identifying which box in the SVG got clicked, then that reactivity could open a modal with the content (see Shiny article on modals).

For now deciding to stick with simpler Regulations in static www menu
