How to deal with ALL tag amongst Receptor/Stressor/Phase?

We want to be able to filter on items with ANY, including ALL.

We want to keep it simple, so perhaps not duplicating every instance of all subtags, especially if those might change later.

Using https://shiny.marineenergy.app/edit-cdob/ and search for "Kaneohe" (ID = 200) to verify tag_sql = Receptor = tag_content ALL.
