add Env Assessments (EAs) to projects

Hi Neil I think adding to the timeline is what we should do for these projects where FERC issued an EA and where there is a license order. The license order corresponds to the date the license was issued, so if the order doc can be linked to that date of issuance that would be great. The FERC EA comes after the applicant license application. For example, for Igiugig, FLA was filed 2018 but that contains the EA that the applicant prepared. FERC then “prepares” (copy paste mostly) their own EA and releases it for public comments. That should also go on the timeline, for Igiugig that happened Jan 2019. The license order is the final approval after public comment, which for Igiugig was May 2019.

Its only the 5 projects below that we have to worry about, so not a lot of adding to the timeline or linking to docs. I linked to folders for each doc though, you may want to link directly to each doc within the folder.
