Update Project page with new info for RITE and PacWave South

Make the following changes to the Projects page:

• Remove the 're-license issued' marker from the RITE project. This was requested by Z. Barr via email on 2/17/2021

  Sharon and I just completed a cost assessment interview with Jonathan Colby from Verdant Power and he recommended removing the last permitting milestone (re-license issued) from the RITE project. It’s still an active project but he requested that milestone be removed.

• Add 'License Issued' marker to the PacWave South project and link to a zipped file with both the FERC license order and BOEM lease. This was requested by G. Chang via email on 3/1/2021.

  Also, can we put this on the Timeline and Projects page: https://livingbridge.unh.edu/project-milestones/ I don’t think it has any licensing information associated with it so it would look like Jeanette’s Pier (just a blue bar representing an Active project) and it’s Tidal, initiated in August 2014.

@bbest - I've updated the source for the map and timeline on the Projects page; see: projects|marineenergy.app. It looks like you have revised the Projects.Rmd see mhk-env.github.io repo to reference data files in the Data folder of the mhk-env-shiny-app repo, which are created by running the generate_all_data.R script. I ran into a permissions issue when trying to run the data generation script and was unable to generate the files based on the revised Google Sheet. Will you please look into this? I checked with @geocoug and he said he's had some issues with permissions lately as well.

Another issue that has happened is when running the Projects.Rmd [see mhk-env.github.io repo], the timeline plot isn't formatting correctly. It is likely because the data handling section associated with creating factors for the shapes/colors has been removed in the last iteration. I'm planning on adding this code back into the .Rmd for the static website, since the current plan is to keep the Projects page separate from Shiny. Are you okay with this plan?
